Paya Lebar Air Base redevelopment: what buyers should know

A current URA-source-led guide to phased planning, future supply, construction exposure and buyer decisions.

Published 25 May 2023

Updated September 2026 using URA's current planning material. Long-term plans are not a price forecast.

What the official plan says

URA states that Paya Lebar Air Base will relocate from the 2030s onwards and make way for a new mixed-use town. Development will be phased, beginning with Defu, and will include homes, workspaces, amenities, transport links and green and blue networks. Read the current URA Paya Lebar Air Base plan.

Why “supply shock” is too simple

The timing, tenure, housing mix, infrastructure sequence and release pace will determine how future supply reaches the market. The plans also improve amenities and connectivity. Nearby homes may face both new benefits and new competition, and the effects will differ by project and unit.

How to assess a property today

  • Buy for current household fit and affordability.
  • Check the latest statutory plan and detailed proposals.
  • Map construction exposure, access changes and nearby supply.
  • Use current matched transactions rather than a distant forecast.
  • Test resale and rental scenarios without assigning a guaranteed planning premium.

URA notes that the new neighbourhoods will be paced over time so plans can adjust to changing needs. Treat concept drawings as planning direction, not a promise about a particular parcel, completion date or property return.
