Five rules for comparing housing affordability
- Use official sources and align the measurement period.
- Distinguish price-to-income, rent burden, residual income and homeownership access.
- Compare cities with cities, not national averages with a city-state.
- Account for tenure, public housing, taxation, credit and land-use systems.
- Separate housing outcomes from claims about any single policy cause.
Singapore's housing system is structurally different from larger countries. Its outcomes should be assessed with current HDB, URA, MAS, SingStat and comparable official international data, including distributional and household-level effects.
