Standard, Plus and Prime HDB flats: the current framework

A current HDB-source-led guide to classification, MOP, subsidy recovery, resale conditions, rental limits and singles access.

Published 20 August 2023

Updated September 2026 from current HDB guidance. Project conditions, eligibility limits, grants and subsidy-recovery rates can change; the applicable sales launch, HFE letter and HDB's current instructions take precedence.

The framework is now in force

The Standard, Plus and Prime framework has applied to new BTO projects launched from the October 2024 sales exercise. It classifies projects by locational attributes such as proximity to the city centre, transport connectivity and access to amenities. It does not retrospectively reclassify existing flats or projects launched before October 2024.

What the three classifications mean

  • Standard: the largest category, with the standard BTO subsidies and conditions. The prevailing Minimum Occupation Period is generally five years.
  • Plus: projects in choicer locations or with stronger locational attributes. Additional subsidies are paired with tighter owner-occupation, resale and rental conditions.
  • Prime: projects in exceptionally good locations, typically near the city centre or major town centres. They receive additional subsidies and carry the strictest access and ownership conditions.

Rules that materially affect a Plus or Prime household

Plus and Prime flats generally have a ten-year Minimum Occupation Period. A flat bought from HDB carries a project-specific subsidy-recovery percentage when sold, calculated against the resale price or valuation where HDB requires the higher figure. Whole-flat rental is not allowed, and subsequent resale buyers must satisfy the prevailing eligibility conditions, including any income ceiling and private-property rules. Exact terms are published for the project and should not be inferred from another launch.

Singles have wider location access

Eligible first-timer singles can apply for new 2-room Flexi flats across Standard, Plus and Prime projects in all locations, subject to the current age, citizenship, household, income and property-ownership criteria. A valid HDB Flat Eligibility letter is required for a new-flat application.

Compare the household commitment, not only the location

  1. Confirm the classification and project-specific conditions in the sales launch.
  2. Read the HFE result for eligibility, grants and HDB financing.
  3. Model the full occupation period against family, work and care plans.
  4. Include subsidy recovery, resale-buyer restrictions and rental limits in any future-move scenario.
  5. Use current HDB instructions before applying, buying, renting or selling.
