Serviced Apartments II in Singapore: the current SA2 framework

What SA2 means

URA describes Serviced Apartments II, also called long-stay serviced apartments, as a pilot housing typology for occupants seeking longer-term rental accommodation. SA2 units must be rented for at least three months and developed or managed under one ownership.

How it differs from other accommodation

  • Ordinary private homes: occupants must generally stay for at least three consecutive months.
  • Serviced apartments: minimum stay is seven days where the approved use permits it.
  • SA2: minimum stay is three months, with specific planning, design and ownership requirements.
  • Hotels: no minimum stay duration under this comparison.

URA's current SA2 guidance sets the applicable unit, location and management framework. Strata subdivision is not allowed. The pilot may expand housing choice for people between homes or staying for work or study, but supply, rent and neighbourhood effects must be measured rather than assumed.
