Otto Place is an executive-condominium proposition in Tengah. Buyers should focus on household fit, unit layout, daily routes, construction phasing in the surrounding town and affordability through the full holding period. Smart-town or sustainability language is not a substitute for checking the actual unit and specifications.
EC rules shape the decision
HDB requires buyers of a new EC to meet prevailing eligibility conditions and for core members to reside in the home during the Minimum Occupation Period. Income ceilings and other conditions depend on the applicable land-sale and application rules, so use the current HDB eligibility guidance rather than an archived article figure.
Pressure-test the purchase
- Confirm eligibility, financing and any resale levy before booking.
- Compare the total price with resale condominiums and other ECs.
- Model higher interest rates, delayed plans and a longer holding period.
- Check the development phasing, walking routes and current transport.
- Choose a layout that works without depending on future appreciation.
HDB explains that EC resale eligibility changes after MOP and again with project age. The hybrid model may be suitable for eligible households, but it does not guarantee a private-condo windfall.
