Standard, Plus and Prime are project classifications
HDB's framework applies to new flats launched from the October 2024 sales exercise. Plus and Prime projects receive additional subsidies and carry tighter owner-occupation, resale and rental conditions. Existing flats and earlier launches are not retrospectively reclassified.
How subsidy recovery works
For a Plus or Prime flat bought from HDB, the owner returns a project-specific percentage of the resale price—or valuation where HDB requires one and it is higher—when the flat is sold or transferred. HDB publishes the percentage when each project launches. A buyer of a resale Plus or Prime flat does not pay subsidy recovery on a later sale, but the other restrictions continue. Check the current HDB framework.
Long-term planning implications
- Standard flats generally have a five-year MOP; Plus and Prime flats have a ten-year MOP.
- Whole-flat rental is not allowed for Plus and Prime flats.
- Private residential property may be acquired only after the applicable MOP.
- Resale eligibility conditions narrow the future buyer pool.
- The project-specific subsidy recovery rate must be included in net-proceeds planning.
Use HDB's current MOP guidance and obtain financial advice for the household. Do not choose a flat on projected resale proceeds alone; the home should remain suitable through the full occupation period.
