What the plan establishes
URA describes Master Plan 2025 as Singapore's statutory land-use blueprint for the next 10 to 15 years. It includes proposed integrated community hubs in Woodlands, Yio Chu Kang and Sengkang, bringing sports, recreation, healthcare and retail uses closer to transport nodes. A hub can improve utility without guaranteeing appreciation
Accessibility and amenity may influence buyer demand, but price outcomes also depend on housing supply, tenure, project quality, entry price, financing and the timing of delivery. A planning proposal is not evidence of a completed facility or a mechanical uplift.
Evaluate each affected area
- Separate gazetted land use from indicative or staged proposals.
- Track implementation agency, funding and delivery milestones.
- Measure existing and future housing supply within a defined radius.
- Compare like-for-like completed transactions before and after milestones.
- Test whether the benefit is already reflected in current prices.
The current Master Plan is the authoritative land-use reference. It should be combined with current transaction evidence rather than treated as an investment guarantee.
