Under HDB's classification framework, Plus and Prime projects receive additional subsidies and carry tighter resale and rental conditions. Restrictions can affect households differently
A longer holding period, owner-occupation requirement, resale eligibility and subsidy recovery may be manageable for one household and unsuitable for another. Demand cannot be inferred from location alone. Application rates are affected by supply, flat mix, prices, grants, competing exercises and applicant eligibility.

- Model a ten-year occupation period plus construction time.
- Stress-test employment, caregiving and family-size changes.
