The Family Care Scheme is now in operation
From the July 2025 sales exercise, the Family Care Scheme (Proximity) gives eligible parents and children, married or single, priority access when applying to live with or near each other. From the October 2025 exercise, FCS (Joint Balloting) allows eligible parents and children to apply jointly for two units in the same qualifying BTO project. Read HDB's current priority-scheme rules.
Priority is not a guaranteed flat
Eligibility, allocation quotas, queue position and available flat supply still matter. A single child generally must satisfy the relevant citizenship, age and flat-application conditions. Living with and living near family also have different application mechanics.
Before applying
- Obtain a valid HDB Flat Eligibility letter.
- Confirm every applicant's scheme and first-timer status.
- Check the project flat types and current allocation table.
- Plan for the consequences of declining an available flat.
- Assess affordability independently of the priority benefit.
